Matthew 10:15 But, beware of men; for they will deliver you up to the councils, and they will scourge you in their synagogues.

PRESIDING COUNCILS
DC 124:3 The Quorum of Twelve, my servants, may choose and appoint one of their number to take the place of my servant Alexander H. Smith, and if they shall choose William H. Kelley, from among them for this place it will be pleasing unto me; nevertheless, if directed by the spirit of revelation and wisdom they may choose another.
DC 124:6a It is according to the vision that the seven presidents of the Seventy shall preside over the whole number of the Seventy when assembled in council together;
DC 125:10b These stakes shall be made to comprise the boundaries of the districts as they now stand, the center at the towns and places named;
DC 129:7a Those who are holding the office of patriarchs are to be enrolled with the high priests, the same as the bishops, who are acting in their office by virtue of their being high priests.

Revelation given through President Israel A. Smith, April 7, 1947, at Independence, Missouri. It was approved by the various councils and quorums of the church and then endorsed by the Conference as an expression of the divine will and ordered to be published in the Doctrine and Covenants.
To the Quorums and Councils of the Church and to the General Conference:
For some time I have given prayerful consideration to the church and its present needs, in harmony with the call for prayer, and I am directed to present the following as the will of the Lord:
DC 140:3 My servant John W. Rushton has served his generation and the church long and faithfully, and he is honorably released from further responsibility as a member of the Quorum of Twelve, continuing to minister in his priesthood as he can and may desire, without specific assignment. His works are with me and his reward is sure.
DC 140:5d but my word shall not fail, neither will my promises, for the foundation of the Lord standeth sure.
DC 141:3 In order that the Council of Twelve may be filled and the work of that Quorum be carried forward, it is my will that my servants Percy E. Farrow and Reed M. Holmes be ordained and set apart unto the apostolic office and appointed to mission responsibility.
DC 141:6c Many of the elders not under appointment have a desire and will labor in new places if requested and given responsibility.
DC 142:5b It is yet day when all can work. The night will come when for many of my people opportunity to assist will have passed.
