This is not a revelation, although it states that the High Council was "appointed by revelation"; it is the minutes of the organization of the Council at Kirtland, February 17, 1834. The day after the Council was organized, President Smith reviewed and corrected the minutes of the initial meeting. On February 19 the Council reassembled, the minutes were read three times, and were then unanimously adopted as a form and constitution of the High Council of the church.
DC 102:2a Behold, I say unto you, Were it not for the transgressions of my people, speaking concerning the church and not individuals, they might have been redeemed even now;

This revelation was first published in the second (1844) edition of the Doctrine and Covenants as Section 107. By action of the 1970 World Conference its inclusion was confirmed. It was given through Joseph Smith, Jr., at Far West, Missouri, July 8, 1838, in answer to the petition, "O Lord, show unto thy servants how much thou requirest of the properties of thy people for a tithing."
